The Netherlands is a bicycle country. There are more bikes than people, and the market for parts, accessories and e-bikes is huge. China supplies a large share of that market, from carbon frames and wheelsets to e-bike motors and batteries. But shipping bikes and parts from China is not like shipping phone cases. Two things dominate the cost and risk: dangerous-goods rules for batteries, and packaging rules for wooden crates.

An e-bike battery we moved sea freight from Shenzhen to Rotterdam in April saved the Dutch buyer €92 compared to the air-freight quote. The difference was not the freight rate. It was that the airline refused the battery outright, and the sea route accepted it with the right UN38.3 paperwork. For batteries, mode availability matters more than price.

E‑bike battery shipping: key compliance and cost factors

E‑bike batteries are large lithium‑ion packs. For air freight they are classed as dangerous goods and require UN38.3 certification, a material safety data sheet, and DG labelling – and some airlines refuse them outright. Sea freight rules are less restrictive, but proper documentation and packaging remain mandatory.

This explains why shipping a €400 e‑bike battery from China typically costs between €80 and €150, and why many low‑priced offers fail to materialise: without valid UN38.3 paperwork, the battery cannot be lawfully transported. For importers, it is essential to confirm that the supplier can provide this documentation before committing to a purchase – otherwise, the shipment may be rejected at origin or held at destination.

Packaging for frames and wheelsets

Bike frames are awkward. They are long, hollow and easy to dent. Wheelsets need axle protection and rim padding. Sea freight is the standard for complete bikes and frames because it is cheaper and less rough on the goods than parcel networks.

If your shipment includes wooden crates or pallets, remember ISPM15. Wood packaging used in international shipping must be heat-treated and marked. Rotterdam customs can reject untreated wood, causing delays and fumigation charges.

Import duty and VAT

Bicycles and parts generally attract EU customs duty on top of the 21% Dutch VAT. The exact rate depends on the HS code. E-bike parts may fall under different codes than mechanical parts, so accurate classification matters. A forwarder experienced in bike shipments will know the difference.

Importing complete e-bikes: the extra steps

A complete e-bike is one of the hardest consumer products to import from China. It combines a lithium battery, a motor, a frame and electronics, each with its own rules. The battery needs UN38.3 and correct DG handling. The motor and electronics need EMC compliance. The frame and any wooden packaging need ISPM15 if shipped on pallets.

Once the bike arrives, it may also need local approval. In the Netherlands, e-bikes must comply with EU type-approval rules if they exceed 25 km/h or 250W. Many “speed pedelecs” from China do not meet these rules and cannot be ridden legally on Dutch roads without modification and registration.

If you plan to sell complete e-bikes, work with a forwarder who has handled e-bike imports before. The documentation chain starts at the factory and ends at the Dutch vehicle authority. Skipping a step is expensive.
