Since 2024 the EU General Product Safety Regulation<\/a> has been tightening the gate for non-EU sellers. In 2026 it is fully enforced, and platforms like AliExpress have set hard deadlines. Non-compliant listings are blocked for the Netherlands market. This is written for sellers and shippers, not end consumers.<\/p>\n\n\n\n

A toy shipment we were asked to consolidate in July was blocked by AliExpress before it even left China. The GPSR check flagged a missing EU Responsible Person address on the packaging. The seller had to redesign the label and reprint 3,000 boxes. That is the kind of delay that wipes out a product launch margin.<\/p>\n\n\n\n

There are four pillars. Miss one and the product cannot legally be sold in the Netherlands.<\/p>\n\n\n\n

  1. EU Responsible Person:<\/strong> A named EU-based entity must appear on the product, packaging and listing. Non-EU sellers must appoint one.<\/li>\n\n\n\n
  2. CE and conformity:<\/strong> The right directive for the product type. RED for wireless, LVD for electrical, Toy Safety, PPE, etc. The DoC must be real and traceable to the exact model.<\/li>\n\n\n\n
  3. Labelling:<\/strong> Manufacturer and RP name and address, batch number, warnings in the language of sale. For the Netherlands that means Dutch or English at minimum.<\/li>\n\n\n\n
  4. Technical file:<\/strong> Risk assessment, test reports, traceability records, kept for ten years and producible on request.<\/li>\n<\/ol>\n\n\n\n

    Why shippers cannot ignore this<\/h2>\n\n\n\n

    If you consolidate or forward non-compliant goods to the Netherlands, the platform can delist the product and Dutch customs can hold the batch. A forwarder that knowingly ships non-compliant goods becomes part of the liability chain. That is why reputable consolidators now ask for conformity documentation before accepting electronics, toys, textiles and solar goods.<\/p>\n\n\n\n
